China, Russia rush to rebuild North Korea's transport links (Reuters)

RAJIN, North Korea (Reuters) ? Destitute North Korea's push to breathe new life into economic relationships with its neighbors China and Russia appears to be bearing fruit in its far north of the country where foreigners are busy helping rebuild a crumbling infrastructure.

A top local official told reporters on Tuesday that China and Russia had invested heavily in the region in order to gain access to its three east coast ports in the towns of Rajin and Songbon, which are the main centers for the secretive North's Rason Special Economic Zone.

"Rason is situated well geographically, and provides favorable conditions for investment," the city's vice mayor Hwang Chol-nam said through an interpreter.

The ports would more than halve the distance Chinese firms needed to ferry goods from landlocked Yanji in Jilin province to the major industrial center of Dalian which is also a shipping hub for northeast China.

Impoverished and squeezed by international sanctions for conducting a series of nuclear and missile tests from 2006, North Korea has reached out to Moscow and Beijing for help to fill the gap left by the drying up of South Korean and the U.S. economic assistance.

Over the past 15 months leader Kim Jong-il, who in the past rarely traveled abroad, has visited China four times and last week made his first trip to Russia in nearly a decade. Kim's visits were mainly aimed at winning economic support, and have raised speculation he may finally be opening one of the world's most closed economies.

The North announced in June it would work with Beijing to make the Rason zone work, along a similar zone in the west at Hwanggumpyong island near the Chinese city of Dandong.

VISIT TO RASON

North Korean authorities this week escorted a group foreign journalists to the lush Rason area where they are hoping to secure foreign investment and raise much needed hard currency.

Over 100 Chinese bulldozers and diggers were seen working on a new mountain road connecting the Chinese border post of Jing Xin and the North Korean ports, while a new railway line linking the area with Russia is all but complete.

Hwang said that the North had also agreed in principle with a Chinese company to build a coal-fired power plant in the so-called Rason Special Economic Zone, where like the rest of North Korea, there is little power.

"We have finished all the feasibility studies," he told reporters visiting the area, adding he hoped construction on the new thermal plant would start next year. Asked the name of the Chinese company, he said: "It's a secret."

Hwang said the power plant would be coal-fired with a maximum capacity of 600,000 kilowatts.

"Power is the lifeline of industry, that is the first urgent problem for developing the Rason Economic Development Zone," he said, adding the zone had introduced new laws permitting international banking transactions, as well as tax incentives.

The North faces acute energy shortages, and in Songbin a massive thermal coal-fired plant lies idle, while oil refinery, complete with 30 massive tanks, sits derelict.

At night, Rajin is pitch black except for the few buildings with their own generators.

Russian engineers were seen working on the new rail line just outside of Songbon, about 20 km north of Rajin. "The Russians have constructed the railroad from the border city of Khasan to Rajin port, and they are finishing the project this year," he said, adding Russia has leased one of the ports.

The special economic zone near the border with Russia and China, was initially instigated in the early 1990s, but the project fell by the wayside due to lack of interest from foreign investors.

Hwang said the country's leader Kim Jong-il visited the area in 2009, and issued a directive to push ahead with the plan to promote international trade in cargo, and to develop the local fishing and tourism industries.

But even with the improved infrastructure, the twin ports still have a long way to go. A port meant for timber appeared to be in ruins, while the ports in the Songbon were rundown. Rusted and hole-ridden giant water pipes ran along another port near the derelict thermal power plant.

In the biggest port, Rajin, a 250-meter Russian transport vessel, named "Friendship," was moored with a trickle of smoke coming from its engines. It was unclear if it was operational.

None of the 15 giant cranes cargo were operating on the any of the three piers. A few fishing trawlers and small boats were tied to the piers, the longest of which measured about 500 meters.

Foreign experts say the North's plans to develop the port may just work given China's close involvement but doubt it will ever turn into major cargo hub.

Hwang said there had been considerable interest, mostly from Chinese and Russian companies, but also from Thai and Swiss investors. He said China's biggest cement manufacturer, Jilin Yatai (Group) Co. had agreed to build a factory with a 1 million tonne per year capacity. Textile companies from China and Taiwan have also expressed their interest.

Hwang also had his eyes on even bigger things -- shipbuilding, auto manufacture and the hi-tech industry.

"I think one year after the completion of infrastructure we will be at a high stage."

Luxury sun resorts ? One Of America's Top 50 Restaurants Offers ...

Ever since my days at The Breakers Palm Beach ? a Five Star, Five Diamond hotel with a Five Star, Five Diamond restaurant ? I have wanted to visit Le Bernardin in New York City.? During my stint at The Breakers I was responsible for marketing the million food and beverage operations at the hotel and off-site venues.? We hosted the very prestigious and elite Mobil Awards honoring the top 50 restaurants in the United States and Le Bernardin was a recurring winner.? Le Bernardin was also a case study we considered as we created our own new fine dining venues.

Le Bernardin, in case you are not familiar with it, was Zagat?s Top Pick for 2007, has been awarded 3 Michelin Stars as well as the New York Times? very highest rating.? In all, the awards bestowed upon Le Bernardin reads like a checklist of the restaurant industry?s most coveted accolades.

During a recent business trip to New York City (February 7-9, 2010) I made it a point to finally check Le Bernardin off my list of must-visit restaurants.? I checked in to the Westin Times Square and gleefully marched the ten blocks down the road in 18 degree weather to try my luck without a reservation.? I suspected that it might be hard to get a table, even in this recession and on an off-night, but I was so excited to finally eat at Le Bernardin that I was willing to wait or reschedule if they could not accommodate me.

With a big smile and fully loaded credit card I made my way to the ma?tre d?. ?Can you accommodate one this evening??? I inquired.? With an indifferent, sarcastic and almost insulted tone, the thin French ma?tre d? said with a chuckle, ?No sir, we cannot accommodate you.?? Fine. I knew they would be busy and I knew the odds were against me getting in without a reservation. So instead, I paused, waiting for him to ask to schedule me for another evening or time.? That didn?t happen.? Rather, he stretched his insincere smile a bit further and squeezed his face as if he was at once humored I was still in his presence and disturbed that I had bothered to find my way there. Apparently this was the end of our conversation ? with no further effort on his part to help serve a hungry customer.

I ended up at Charlie Palmer?s Aureole back near Times Square and my hotel.? Equally famed and comparably priced, Aureole graciously and warmly welcomed me in ? even without a reservation.? Their dining room seemed more bustling and lively.? My meal was superbly cooked and the service was professional, experienced and very accommodating.? From my table I sent Tweets (www.twitter.com/qmg) out to nearly 8,000 Twitter followers with a play-by-play of my meal.? Several people Tweeted back to me with all sorts of positive remarks and more than a few said ?I?m adding Aureole to my list of must-visit restaurants?.

After a satisfying meal I slid into my Westin ?Heavenly Bed? and started flipping channels.? As fate and irony would have it, one of the guests on Jimmy Fallon?s show that night was Chef Eric Ripert of Le Bernardin!? I almost couldn?t believe it!? Chef Ripert was funny, charismatic and his appearance convinced me that even with the bad experience I had with his ma?tre d?, I should give him and his restaurant another shot.? Every restaurant deserves a second chance ? especially one as famed as Le Bernardin ? and given this new? ?sign from above? I decided that I should return.

So the next day I walked back to Le Bernardin, figuring that I would try their prix fixe lunch.? I ordered a hot tea from the Starbucks near my hotel and started the march in the freezing headwinds back to Le Bernardin.? (Did I mention that I?m from Florida? Making another wintertime walk in New York City was a sacrifice for me.)

This time, I was greeted with a less restrained and not so seemingly forced smile and told that I needn?t have a reservation and could be accommodated immediately.? One catch ? ?Sir, we will dispose of that for you, but you cannot bring it inside,? the hostess said, referring to my Starbucks tea, while looking at it as if I was holding a bag of freshly scooped dog poop.

?Um, yeah, but I just bought it and it?s only now cooled to the point to drink?I?m happy to buy another here in addition to this one, but I?m suffering from a bit of a caffeine headache and would like to finish it,? I said, while my eyes scanned for a manager that might see to my rescue.? As my luck would have it, the same ma?tre d? from the prior evening was on duty for this shift too, and with an even more prejudiced, marginalizing and catty-cheerleader smirk said, ?Sorry sir.?

I tried to appeal to their senses. ?I?m in the restaurant business, I have had this restaurant on my list for years, I tried to come here last night, walked back today, plan to order an expensive tasting menu and you are honestly going to turn me away if I want to keep my tea?? I asked.? ?Yes, sir, I?m sorry.?

I can fully understand a restaurant turning away a patron who is trying to bring in alcohol, or a movie theater refusing to allow outside food and beverage.? I cannot, however, understand why such a highly rated restaurant would turn away lunch business in the middle of a recession with such careless abandon.

Not only was I extremely frustrated by the situation, I immediately shared this experience with my nearly 8,000 Twitter followers (most of whom are restaurant industry professionals and media).? I vowed to never again attempt to return to Le Bernardin and ? no matter the company or occasion ? if the name Le Bernardin comes up, I plan to deliver a very passionate message about why I am boycotting their restaurant for life.

So, what can a top 50 restaurant teach us about bad service?

Lessons:

1.??? Don?t Believe Your Own Hype ? While publicity can be worth its weight in gold for a restaurant, vanity and? ?celebrity? can be its downfall. When a speeding locomotive goes off the tracks, it still maintains forward momentum for quite a while.? Similarly, when a restaurant reaches its pinnacle it can fall into the ?too good to fail? mindset.? When this happens, standards drop, customers are turned away as if there is a never ending supply of them, and a kind of resentment can build that turns the tides on the restaurant?s success.? Chef Ripert seems to be on television more than in his own restaurant these days.? Sure, they still are winning the awards and can afford to turn away customers like panhandlers today, but it?s that exact sort of taking your eye off the ball that leads to people saying, ?That place sure isn?t what it used to be.?

2.??? Boycott & Protest ? As diners, when we receive bad service, it is not only our ?right? but our duty to complain.? And when complaints fall on deaf or indifferent ears, it?s our duty to boycott.? It won?t be until Le Bernardin starts to notice an empty dining room and falling reservation count that they take complaints and issues like this seriously.? 3.??? Everyone is a Critic with an Audience ? There was a time when restaurant critics could make or break a restaurant with a review.? In those days, Siskel and Ebert could also make or break a movie with a thumbs-up or thumbs-down.? These days, celebrity blogger Perez Hilton sways moviegoers with his film reviews and it?s the modern day food blogger that carries the power to influence the opinions of restaurant customers, not the local newspaper restaurant critic.? The power to influence customer opinion is more diffuse ? instead of relying on a few central opinion leaders for restaurant reviews, people use Urban Spoon and other user-generated sites where ?average? restaurant customers post reviews from their laptops and cell phones. Not only is the power of restaurant reviews changing and evolving, but the new universe of social media makes it possible for word of mouth to spread faster than ever: If Facebook were a country, it would be the 5th largest in the world.? Twitter has made instant news and communication a global phenomena and within the reach of anyone with an Internet connection.? Before I even stepped onto the sidewalk after my disappointment at Le Bernardin, I had Tweeted my frustration to my personal audience of Twitter followers ? and many of them promptly forwarded my story on to their other friends in the restaurant industry.? In the past, an upset customer would tell 10 friends; today they can Tweet 10,000 from their table.? The stakes have grown.? Everyone is a critic and has an audience.? 4.??? Don?t put Cops in Charge of the Door ? We?ve long heard how important it is to make a good first impression and how you never get a second chance ? especially in the restaurant business.? While generally few would disagree with this adage, it?s painfully surprising to me how many restaurateurs still put the least hospitable people they have at the door.? For instance, bouncers at night clubs or a stuffy and indifferent ma?tre d? in this case.? Why spend so much time, effort and money to get customers if you have a ma?tre d? that greets them with a shin-kick at the front door?

5.??? Remember Acquisition Costs ? In business to business marketing, the typical cost to gain a new customer is 0 each.? A study has not yet been conducted to accurately estimate this cost for the restaurant industry, but I would suspect that this dollar amount

An astrologer known Mexican Guillermo Haro was born professor 21st March 1913 during the Mexican Revolution. His return to the observatory allows him up to speed very red andvery blue stars. Because of his remarkable works of the Observatorio de Haro Professor Tacubaya UNAM was transferred in 1947.

During his work in the two years Observatorio made ??Haro several important discoveries that have shaped the history of astronomy. With Schmidt telescope in his back Tonantzintla a number of planetary nebulae acquired in the direction of the galactic center-the same discovery independently by George Herbig , therefore, is now known as Herbig-Haro objects.Herbig-Haro objects are not high-density stellar condensation, in the vicinity of the area in which a newly formed star. Together with his colleagues, Professor Haro also discovered stars shine in the Orion Nebula and other major polls. His passion for stargazing lasted until his death.

The unvisible bisexual man

The big sex news of the week was that bisexual men exist.

OK, so a new study proving that bisexual men are aroused by both men and women didn't come as "news" to bi men, but most are nonetheless relieved by the results, because it will help to legitimize their identity in others' eyes. (This is especially true since prior research controversially reported that there was no evidence of male bisexuality.) Still, the more than dozen bisexual men that I interviewed about the study say it serves as a reminder of just how far they still have to go toward acceptance and understanding. Despite enormous strides made in the past decade for LGBT rights, male bisexuality remains a challenging idea and a unique taboo, even within sexually progressive circles.

A large part of that is because, culturally, we tend to think in terms of black-and-white, not shades of gray -- and that's especially true when it comes to the subject of sex. Rarely does a bisexual come out without fielding questions about which sex they like more -- the assumption being that they must lean one way or the other. It's true that many do: As Ryan from Vancouver wrote in an email, he puts an "emphasis on the 'preference' in 'sexual preference.'" He might be attracted to women more often than men, but believes he "could be attracted to pretty much anybody in the right circumstances, sexuality be damned." But there are also many bi men who describe their sexual attraction in much more fluid terms. The 27-year-old says: "To me, I look for and fall in love with the personality and the intelligence, and then the overall style of the person, never giving any thought to if they are 'male or female.'"

Romantic as it may be, that is a concept not so easily grasped by the general public -- which can make bisexual men feel invisible. Simon, a 26-year-old living in Brooklyn, N.Y., tells me, "Whenever, say, some prominent heterosexually married male public figure has a same-sex affair, literally everyone rolls their eyes at the 'closeted homosexual,'" he says. "I'm not sure I remember ever hearing someone seriously entertain the possibility that the philanderer was bisexual." Bisexuals are more visible than ever, but our cultural default, the shortcut we take to understand a person, is still: gay or straight?

It's amazing that this is still the case more than 60 decades after the Kinsey scale was introduced. "I think Kinsey's work laid a more realistic foundation for examining human sexuality," Ryan, a freelance writer, says. Even the bisexual label is problematic, because it functions "as a 'catch-all' for everything that isn't 100 percent gay or 100 percent straight," says 25-year-old Cameron of Chicago. "Human sexuality is complicated," he says. "Accepting that is probably one of the more difficult social challenges to overcome."

It can also present a significant internal challenge. "It's easy to get caught up in the idea that I must be one or the other," says Simon, the 20-something Brooklynite, which leads to self-doubt. If he has a less than inspiring hookup with a woman, suddenly the question becomes: Am I gay? If there aren't fireworks with a man, it's: Maybe I'm straight, after all. After so much interrogation by others, it's only natural to begin to interrogate yourself.

Even without any genuine questions about their identity, many bisexual men end up choosing a different label, depending on the circumstances. "I am either gay or heterosexual dependent upon the company I keep," says 49-year-old Ed. Some men identify as gay when they're dating a man and straight when they're dating a woman -- it's easier to go along with people's assumptions than it is to detail the subtle nuances of one's attractions.

The pressure to pick a side doesn't end there. A number of the older men I interviewed reported having found women, most often bisexual women, who were turned on by their identity, but several men in their 20s said that straight women were turned off by it. "I encounter lots of women who totally rule out relationships with men who've slept with men," says Simon. "It seems like straight women attach an 'ick' factor to bisexual men that straight men don't attach to bisexual women."

That's an area ripe for further research, but it seems likely that the "bi now, gay later" stereotype, and the perceived link between HIV and gay sex, might be factors. It doesn't help any that masculinity is so often equated with both heterosexuality and homophobia. For this reason, some bisexual men who are primarily attracted to women report that they identify as straight on dating sites. One bi man observed that "bisexual women seem to be the 'holy grail' of sexuality," especially in the straight world, but bi guys aren't fetishized to anywhere near the same degree.

The resistance to bisexuality doesn't just come from the fact that it requires shades-of-gray rather than black-or-white thinking. It also implicitly raises the possibility that we're all much more intricately sexually wired than we like to admit. Male bisexuality poses an even greater threat: The stakes of being "a little bit gay" are so much higher for men than for a women.

Hallelujah for the non-preachy "Higher Ground" (Reuters)

LOS ANGELES (TheWrap.com) ? Actress Vera Farmiga ("Up in the Air") makes a heavenly debut as a director with "Higher Ground," a compelling drama about a woman's spiritual journey.

Farmiga has done that rare thing: make a movie about religion that is neither condescending, preachy nor satirical but rather looks at an evangelical Christian community with an open and a (mostly) non-judgmental eye.

"Higher Ground" is based on "Dark Journey: A Memoir of Salvation Found and Lost," a 2002 autobiographical book by Carolyn S. Briggs, which chronicled her life as a born-again Christian and her eventual disillusionment and departure from a tight-knit religious community.

In "Higher Ground," Farmiga tells the story of Corrine Walker, following her religious journey over decades. As a child, Corrine (played by McKenzie Turner), raises her hand in church to accept Jesus as her Savior. As a shy, bookish teenager (played by Taissa Farmiga, the director's younger sister), she begins a relationship with Ethan, a would-be rocker ("The Big C's" Boyd Holbrook), and soon finds herself pregnant by him and married.

When Corinne and Ethan's young daughter nearly drowns, the young couple view her survival as the hand of God at work, which spurs them to join a fundamentalist community. As the years pass, the now adult Corrine (Vera Farmiga) and Ethan (Joshua Leonard) attend services and bible study, teach Sunday school and settle into a life guided and proscribed by Scripture.

Eventually, Corrine's marriage becomes passionless, and her own instincts to challenge assumptions and speak out are suppressed by the church's male hierarchy. She begins to question her faith.

What makes "Higher Ground" so appealing and so effective is that it takes such an even keel approach. All viewpoints are heard and respected; no one is mocked or made fun of.

Corrine's disenchantment with conservative Christianity and its restrictions grows organically out of events in her life; she believably takes baby steps rather than giant ones.

The performances are uniformly good, with Farmiga and her younger sister particularly noteworthy for their naturalness and restraint. Also registering strongly are Leonard as Corrine's frustrated husband, Dagmara Dominczyk as an ebullient best friend and Norbert Leo Butz as the amiable pastor of Corrine's church.

As a director, Farmiga displays a delicate touch, shaping characters and scenes with care and assuming enough intelligence on the part of viewers to let her story play out in a realistic fashion.

Whether a true believer or an apostate, viewers of "Higher Ground" will have plenty to consider and talk about afterward. And hallelujah for that.

Apple has pulled the plug on TV episode rentals via iTunes, abruptly leaving customers with only the option of purchasing per episode -- good thing you can watch those on your Apple TV streamed from the cloud -- or a Season Pass where available. AllThingsD has a quote from spokesman Tom Neumayr indicating this was in response to customers that "overwhelmingly prefer buying TV shows." Making the timing of the move particularly curious are once-again renewed rumors of an Apple HDTV and a WSJ profile of new CEO Tim Cook that indicates the company is "working on new technology to deliver video to televisions, and has been discussing whether to try to launch a subscription TV service." Like Google, any move depends on its success in negotiating a new delivery model from the networks, who so far have been averse to anything that threatens their existing relationship with pay-TV providers. It appears 99-cent rentals didn't move the needle, so we'll wait and see what the folks from Cupertino have up their sleeve next.

Q: I am working with a Realtor out of what I thought was a well known agency. The home has had two showings since April but have been forced into three price reductions in as little time. Isn?t there supposed to be marketing on the property like road signage, open houses, etc. rather than simply trying to take all the funds from my pockets? I am a disabled woman and I need all the equity share I can get so that I have the dignity to be able to find a new place for myself.

A: When you listed your home, who set the price? Dit the price fit the market when it was listed or was it over priced from the beginning? Most reputable Brokers refuse to take a listing unless the seller is reasonable about the listing price but there are those agents out there who will take any listing at any price with the attitued that if the property doesn?t sell, the seller will reduce the price and get with the market. Problem is, by then, the seller has already missed several possible buyers. Ask your agent where your house fits the market, ask your agent what he/she is doing to market your home. I happen to be a strong believer in open houses, many brokers are not. I happen to believe that when a price is adjusted, anyone who had interest in the beginning (even if it was a cold call from your sign) should be contacted and advised of the price change as should other realtors who work in your area. County Commission provides for refund of property taxes to Tahoe ...

WASHOE COUNTY NEWS RELEASE

At their meeting yesterday, the Washoe County Board of Commissioners provided for the reimbursement of approximately $43.3 million in overpaid property taxes to taxpayers in the Tahoe Basin.

The board unanimously directed staff to finance the refunds using current two reserve funds and deferring capital projects, continue to provide funding for staff to process repayments and allocate proportionate shares of the refunds to other taxing entities which received the taxes by reducing their respective future tax distributions.
