LONDON (AP) ? The singer who created a sensation when she hit the music world in pigtails and knee socks is turning 30 ? and Britney Spears says she's looking forward to it.

The U.S. pop star will be on the South American leg of her "Femme Fatale" world tour as she celebrates the landmark birthday on Dec. 2.

"I hear the older you get, the wiser you get and the more you know what you want ? so hopefully it'll be a good year," the woman who was once one of the Internet's most-searched names told The Associated Press.

Spears kicks off a string of European tour dates Thursday in St. Petersburg, but is not scheduled to play on the birthday itself. She has spent the summer performing across North America to generally positive reviews.

"The audiences have been just amazing, they've been so great to bounce off of and the energy I get from them, it's great, it's really cool," she said.

Her seventh studio album, "Femme Fatale," debuted at No. 1 in the U.S. Billboard charts and globally, and Spears targeted it at her female fans.

"With the big picture of being "Femme Fatale," I think it is really inspiring for girls all together feeling very empowered and having a voice and being heard," she said.

The singer was in London to promote her U.K. gigs, which include two in October at London's O2 Arena. After Russia, she tours across Europe ? from Hungary and France to Sweden, Germany and Britain ? before heading to South America in November.

With more than 35 gigs left to play before her final date ? Dec. 10 in San Juan, Puerto Rico ? it's a demanding schedule, and saying healthy and fit is high on her agenda.

"I have a good group of people around me, and we have the show at a certain time every night and we just try to stay consistent on having a routine and staying fit and healthy," she said.

A former child performer, Spears shot to international fame with her 1999 debut album, "Baby One More Time." The hits kept coming including "Oops!.. I Did It Again" and "Toxic," but her personal life spiraled out of control. She lost temporary custody of her two young boys, had spells in rehab and was admitted to a psychiatric ward.

Four years after that public meltdown, Spears is looking forward. And with more than 70 million albums already sold, she says the pressure is off.

"You know, I don't really have anything to prove at this point, so it's like I just do it for fun and just see what happens," she said.

LAS VEGAS -- The recession is creating a new reality for small business owners.?Some of them?are staying afloat by the skin of their teeth.?One local pizzeria owner says sacrifice and a commitment to people has kept him?profitable.

At Biaggio's Pizzeria, the ingredients of success are simple. A handful of flexibility, a double order of drive and a commitment to customers peppered with a lot of persistence.

The poor economy?left?a bad taste in Biaggio Zaby's mouth and he started noticing a drop in customers at his pizzeria now located Flamingo and Ft. Apache Roads.

"Everybody has taken a big hit just like we have," owner Biaggio Zaby said.

"Everybody's just tightening up, tightening up," customer Carol Ann Dechan said.

"The recession changed the way everybody buys things," Zaby added.

His solution was sacrifice. He took expensive items off his menu and switched locations for cheaper rent. That savings allowed him to slash his prices and keep his customer base.

"They're doing what they have to do,"?Mike Bindrup said. He is with the Nevada Small Business Development Center at UNLV. Bindrup says 90 percent of small businesses fail within the first five years.

"A lot of times a small business owner is very ill-equipped for what they're going to face in the actual market in the market conditions," he said.

The center is like a big brother for small businesses. It performs financial analysis to help increase productivity and cut costs.

Zaby?says he relies on his?ability to understand customers like?Dechan.

"People are holding onto their money because the way the economy is," Dechan said.

She?is also?a small business owner and says supporting places like Zaby's?creates a snowball effect in southern Nevada.

"It helps everybody, it helps you not get laid off, it helps him have a job," Dechan said.

Sales are steady for Zaby. He says no matter the struggle, success starts with the purest of ingredients.?

"My heart and my love for people and for great food," he said.

Zaby says social media has also been a huge asset in getting the word out about his restaurant. Biaggio's Pizzeria celebrates its first anniversary next week.

WASHINGTON (Reuters) ? President Barack Obama once again suggested suspending the interest charged on loans to U.S. states for covering jobless benefits as part of the tax and deficit plan he unveiled on Monday.

The move would extend a break the states received from the 2009 federal stimulus plan.

In his proposal, Obama called for "relieving states of interest payments on federal borrowing that are typically paid through an automatic surtax on employers" and for "suspending automatic increases in federal (unemployment insurance) taxes on employers in indebted states."

"Although states have been hit hard by the economic downturn, many have chronically underfunded their UI programs and relied on borrowing from the federal government to make up the shortfall," Obama wrote in his proposal. "This borrowing often leads states to increase taxes on employers during recessions, when businesses can least afford the added burden."

This month businesses in some states are paying special levies to help cover more than $1 billion in interest that the states owe the U.S. government.

The 2009 economic stimulus plan made it easier for states to borrow from the federal government to provide benefits for unemployed workers, easing the strain on their budgets as revenue cratered and high numbers of residents filed for assistance during the recession.

Specifically, interest was waived on the states' loans. When the stimulus plan expired at the end of 2010, interest began accruing and now borrowing states must make an interest payment by September 30.

California, Michigan, Pennsylvania, New York, and North Carolina have to send in the biggest interest payments according to Chris Mier, managing director at Loop Capital Markets, which has been tracking states' unemployment loans.

Not all states borrowed, but, according to Mier, as of September 8, 33 states must pay interest totaling nearly $1.2 billion.

The federal government is set to hike taxes on employers in states with outstanding loans as of January 1, 2012, and in his proposal Obama is also seeking to avoid that increase.

Republicans in the U.S. Congress were cool to the idea of continuing to suspend the interest payments and the tax hikes when Obama previously suggested it in February, partly due to general discontent with the $830 billion stimulus plan. They also have taken a hard line on assisting the states.

In the same vein, Republicans, who control the House of Representatives were wary of many of the suggestions Obama released on Monday.

Obama is also proposing helping states "put their programs on sounder financial footing." He would like to increase the taxable wage base states use to fund their unemployment programs to $15,000 from its current $7,000. Essentially, that would provide states with more funds.

But Obama would also like to decrease the federal tax rate so that employers will pay a consistent amount in unemployment insurance taxes.

The unemployment insurance system is, like the healthcare programs of Medicaid and Medicare, jointly funded by the states and federal government.

Later that night, he lives on -- and gets some pointed reminders about the many ways in which he's lived his life to the craziest -- as the subject of Comedy Central's latest roast. The question of the night revolves around which Sheen-related show will be funnier, but, as is always the case with the unpredictable actor, the bigger question is whether or not he can salvage his career.

His pre-roast talk show tour included several apologetic remarks about the very public, bitter way his stint with "Men" ended. And he was positively contrite on the Emmys Sunday night. But is the new, self-proclaimed calmer Sheen the real deal, or is this just a brief respite before the crazy train starts chugging along again?

THE "X FACTOR"

The state of Simon Cowell's face has sparked more chatter than his new show in the past week, but there's certainly a lot riding on "The X Factor" premiere.

Namely, Cowell was so often credited as the main reason behind the success of "American Idol," and then the show went and had a pretty successful season without him; so, can he spark a new TV phenomenon, with basically the same kind of show, but without Seacrest, Randy Jackson and the rest of the "Idol" gang?

He's got Paula Abdul back by his side for "The X Factor" judges' table, and happily, they jumped right back into their roles as The Bickersons. But will music exec L.A. Reid and pop star Nicole Scherzinger measure up to the rest of the "Idol" judges' bench? Can newbie host Steve Jones keep the show flowing with the skill of Ryan Seacrest? Will viewers tune in for yet another talent search series, after "Idol," "The Voice," "America's Got Talent," "The Sing-off," etc.?

And, "The Voice" offered renewed hope that, despite some lackluster contestants in the last few seasons of "Idol," America is still rife with talented singers who have star potential but will "The X Factor" turn up anyone truly worthy of its whopping $5 million grand prize?

THE "REAL HOUSEWIVES" DRAMA MAMAS

It's official: the "Real Housewives of New York City" cast is smaller by four. Jill Zarin, Alex McCord, Kelly Bensimon and Cindy Barshop will not return for the series' fifth season, tentatively set to air next spring.

But Bravo's confirmation of the cast shakeup that had been rumored for weeks is hardly the only news this week from the franchise that continues to prove that real life is even stranger than reality TV.

In the continuing creepiness that is the "Real Housewives of Beverly Hills," Monday night's new episode will feature even more of the marital meltdown of Taylor Armstrong, but again, without showing any footage of her late husband, Russell.

And if all that feels like something you just shouldn't be watching on TV, it's nothing compared to Taylor Armstrong's Tuesday interview with Nancy O'Dell on "Entertainment Tonight," in which Armstrong discusses Armstrong and the physical abuse claims she's made against him, just a little more than a month after his shocking suicide.

And between outspoken guests and those call-in viewers, there's a good chance someone's going to corner Mr. Cohen into commenting on all the "Housewives" hubbub.

BIG NAMES ON THE SMALL SCREEN

The new TV season is in full swing this week, and some big names and familiar faces pop up to usher in the new year. Ray Romano, fresh off the cancellation of his underappreciated TNT dramedy "Men of a Certain Age," returns to the family comedy scene when he reunites with his "Everybody Loves Raymond" wife Patricia Heaton on the hour-long Wednesday season premiere of "The Middle."

More comedy goodness: James Spader is new Sabre CEO Robert California in the first post-Steve Carell season premiere of "The Office" on Thursday, the same night Patricia Clarkson guest stars as Ron Swanson's first wife, Tammy, on the "Parks and Recreation" season opener. Meanwhile, "Cheers," "Becker," "Bored to Death" and "Curb Your Enthusiasm" funny guy Ted Danson switches to drama as he replaces Laurence Fishburne as new head honcho D.B. "There's also a big difference between one or two individuals ending up in a new place, and a really successful invasion, in which several animals survive, reproduce and establish new populations," added Torchin, the journal Proceedings of the Royal Society: B reports.

"Not only snails, but many...organisms may be able to 'fly' with birds," said study co-author Osamu Miura, assistant professor at Japan's Kochi University and former post-doctoral fellow at the Smithsonian Institute.

George Clooney and Jennifer Lopez in Out of Sight In the conclusion to his book Getting Away With It, Steven Soderbergh sorts the filmography of his subject and hero, A Hard Day's Night director Richard Lester, into clever categories: three masterpieces, four classics, six worthwhile divertissements, and three really fascinating films that get better with age. "I hope to do as well with my career," Soderbergh wrote, way back in 1998. Thirteen years later, with (maybe) only four films left in that career, Soderbergh matches those numbers almost precisely?except that his relentless schedule and willingness to indulge his directorial whims have also resulted in a handful of interesting failures, and one unclassifiable movie that might best be described as all of the above.

Three Masterpieces
The two finest movies of Steven Soderbergh's career?Out of Sight and The Limey?were shot back-to-back in 1997 and 1998, and together serve as a portrait in miniature of his whole career. Smart and stylish, one for a studio and one for an indie, both taking familiar movie tropes (one last heist, revenge flick) and making them snappier, funnier, weirder, more artful than even their screenwriters might have expected. (Certainly that's true of Lem Dobbs, disgruntled screenwriter of The Limey, who recorded a wonderfully argumentative commentary track with Soderbergh on that film's DVD.)

Like nearly all of Soderbergh's films, they're expertly cast?not only because they're full of great actors, but because many of the actors in them give performances they've never matched since. George Clooney's never been such a perfect mix of cool and hot as he is in Out of Sight. Luis Guzman's rarely shown the delicacy and care he does in The Limey. If not for her tough, sexy performance as Karen Sisco, Jennifer Lopez's entire movie career would be a wash.

Each film features an indelible sequence that's among Soderbergh's best ever; the differences between them point out how well Soderbergh can work in entirely different modes. Out of Sight's love scene is all rhythm and motion, a skein of soundless romance elegantly woven together with Jack and Karen's charged conversation at the hotel bar a few minutes before. The Limey's warehouse massacre is a single unedited shot: Terence Stamp, beaten bloody, rises from the pavement and shambles through the loading dock like the walking dead; we hear off-screen screams and gunshots; one survivor runs away, pursued by a blood-spattered Stamp, who shouts a message for his ultimate quarry?Henry Fonda's slick music exec?"TELL HIM I'M FUCKING COMIIIIINGGGGGG."

What makes both films masterpieces, though, is their unabashed emotionalism?the hearts that beat underneath their polished surfaces. In The Limey, it's the grief Stamp's character Wilson feels for the daughter he lost long before she died halfway around the world. In Out of Sight, it's the human connection?a little lust and a little love and a lot of mutual respect?that sparks between Jack Foley and Karen Sisco when he snaps his fingers against her thigh in the trunk of her car. What are they talking about? Movies, of course.

Soderbergh's third masterpiece is a minor one to most filmgoers but a major achievement to the tiny audience to whom it mattered: And Everything Is Going Fine, his 2010 elegy for the monologuist Spalding Gray. The director shot no footage for the film; instead, along with the editor Susan Littenberg, he built And Everything out of 120 hours of footage from Gray's life and performances. It's a remarkably ego-free and empathetic work of documentary, and it makes for a near-perfect portrait of an artist.

Four Classics
Four films, spanning Soderbergh's career, each of which aims squarely at a certain kind of classic-moviemaking target and hits it precisely. These classics don't break new ground but are examples of filmmaking at its highest level.

King of the Hill, a 1993 adaptation of A.E. Hotchner's memoir, is among Soderbergh's warmest movies?a coming-of-age story that puts us in the head of its pint-sized hero (Jesse Bradford) as he struggles to keep his family together in Depression-era St. Louis. It's beautifully realized and impeccably cast, right down to the smallest roles?where close viewers might notice Katherine Heigl, Amber Benson, and Lauryn Hill, years before you saw them anywhere else. (It's out of print on DVD, but available on Amazon streaming video.)

Che (2008) is as confident and well-directed a biopic as I can imagine, focusing on two revolutionary campaigns in the career of Che Guevara: the one in Cuba, which made his name, and the one in Bolivia, which killed him. It's a bravura, bladder-taxing work, a worthy companion to last year's Olivier Assayas-directed Carlos as ground-level, microscopic investigations of lives lived in extremis.

Soderbergh's muckraking crowd-pleaser from 2000, Erin Brockovich, might have been the most pleasant surprise of my re-viewing marathon over the past few weeks. I remembered it as sort of square and dull, but it holds up very well?a funny, funky story told with visual flair. Yes, Roberts is terrific, but so are Albert Finney and Aaron Eckhart, and nearly every scene is bright and sun-drenched, mirroring the harsh light Erin's investigation brings on PG&E?but also on her own character flaws.
